Land Planning & Zoning

image1BHP is an organization that upholds civic engagement and sound participatory processes by which individuals, institutions and societies develop abilities (individually and collectively) to perform functions, solve problems set and achieve goals; thus creating an environment in which people can develop their full potential, lead productive and creative lives in accordance with their needs and interests. This agency acknowledges that this current convoluted global economic tsunami has sliced, government, people, private entities and not-for-profits organizations budget by less than half. In fact, many have closed their businesses and others are contemplating on closing their doors. We believe that we can prevent many of them from going out of service by utilizing the concepts of capacity planning and capacity development. Our main focus is to coordinate among governments, people, private entities and none-for-profit organizations to verify economic strengths, weakness, assets, assist and encourage the sharing of resources, building on their economic strengths, assist in development expansion through the governmental and agency approval processes, and managing projects.

Indicated below are the fundamentals of the implementation process:

  • Analyze Current Capacity
  • Engage Stakeholders on capacity development
  • Assess capacity assets and needs
  • Formulate a capacity development response
  • Implement a capacity development response
  • Evaluate capacity development
  • Plan for the future
  • Improving energy efficiency in the transportation, building, and other appropriate sectors
  • Codify mutual benefit, common sense, comprehensive plans and land development regulations that promote stewardship

As demand for services increases, we recognize the need to develop a comprehensive strategy that leads to a more focused, deliberate coordination that deliver existing and future needs to the people. We believe the current system implemented by not-for-profits agencies, municipalities, and County can be more effective through better coordination and a not-for-profit firm. BHP nucleus is to focus on capacity. We will be able to determine its current and projected carrying capacity, governmental approval and different funding sources. Thus implementing capacity planning and capacity development that will strengthen economy and create jobs, improve social economic and environmental policies and practices.

Capacity Planning

Capacity planning is the process of determining the production capacity needed by an organization to meet changing demands for its products and services. In the context of capacity planning, “capacity” is the maximum amount of work that an organization is capable of completing in a given period of time. The concept is to balance the purchase of resources, its maintenance, the hiring of labor and the final output so that onsumers/clients/member have a steady supply of the products or resources while seeking to increase profits/production by eliminating unnecessary waste.

Capacity development is the process by which individuals groups, organizations, institutions and societies increase their abilities: to perform functions, solve problems and achieve objectives; to understand and deal with their development need in a broader context and in a sustainable manner”
